Programming m1225

I have a set of 10 Motorola m1225 model M34DGC90E2AA, all 10 were preprogrammed before I bought them used 8 months ago.  I needed a few more for the farm and bought one off ebay used. I also bought the programming cable, and downloaded the software from this site.  I do not have any problems transferring the new frequency to the new radio. However with my new frequency I put in 461.86250 DPL 156 to the new radio the volume seams to cut in half on the speakers and does not seam to transmit. As far as I can tell all the boxes are checked the same between both radios. Any and all help would be awesome.
Thanks

Check and see if XPAND is ticked in the CPS. If it is then  untick it and make sure you are 12.5KHz also if you are in the USA.

Also check your mic, you could have a bad mic as well.

Funny I have a DMR (Mototrbo) repeater on 461.8250 MHz here ..

After opening the radios and comparing the two, the radio I was having problems with had an additional red circuit board in it. Unplugged the red board and no more problems.  Out of curiosity would anyone know what this is and does?  Sorry it will not let me attach photos.

I'm new to all of the programming of these radios.  I understand that the red circuit board could be an "option" board, maybe an encryption board. What exactly do they do, and is there a secondary market for them?
Thanks
