Wouxon KG.UV9K - Did I get the wrong version from dealer?

I bought a Wouxon KG-UV9K this week from a french online-shop which seems to be quite famous. The dealer offers two version, an amateur band version and the commercial/export version. The last one is a bit more expensive.
I bought the export version, since I am an working in Africa, and I need the expanded frequency range.

What I got is the amatuer radio version: Labels on the box and the sticker on the radio show only the amateur band range. I am not able to transmit outside of 144-146 Mhz, getting the error "FREQ OVER".

However, the dealer says that all radios come with the amatuer band stickers, even the export variants. That's all he said so far.

Did I get the wrong radio, or are the commercial/export variants really labeled as amateur band radios? Is there some hidden software setting to unlock the other frequencies?

Nice radio. I do think that the issue could be more of a programming problem. Do you have a cable to program it? You might be able to program that radio outside of the hambands.
