Well… I did obtain the software, if anyone else needs it, I can upload it.
Now, I need the cable or the cable configuration, as apparently it is not a standard RS232 The cable is model # 91-1303B

I just uploaded the file search for; Midland Base Tech II 71-1480 Programming.

I am still searching for the programming cable (71-1303B), buy or borrow, or a schematic (although I believe there is active electronics in the cable, so a simple pinout (which I have) of the DB9 on the radio doesn't help much.

junkmat can you confirm pin 5 on the programming port is ground
look on page 23 of the service manual, bottom right of the page is CN604
pin5 is labeled ground, pin 2 is  labeled SI should be RX, pin 3 is labeled SO should be TX

best I can do without a radio in hand

Thanks for the info. I'll clip all but 2,3 & 5 on the USB > DB9 and see how it goes. Will let you know.

dont think a strait serial connection will work.
I would use a max232 and a 74hc00 as a buffer
like the midland 70-1308.pdf file

Please let me know if anyone finds a workable programming cable configuration. have tried straight serial and through a rib box.  thinking i have flow control problem as i can,t read the radio (mine is 71-4050a).
by the way, what is  "Dec.Hoon" pin 1 on the progamming connector?  also  could pin 7 be "permission to transmit"?  at first i was thinking "push to talk". also pin 4 reads "vpp" i thought "voltage peak to peak" but that don,t make real sense to me either.    i'll investigate further . just keep me in the loop.  i bought the software from midland  and thought a cable would be "EASY"  so far not so easy and midland won't sell cable seperate would have to re-buy software too.
